The Ten Commandments reveal the character of their Author.

Question: Who spoke the Law from Sinai?
Answer: Nehemiah 9:11-13; 3.

 And thou didst divide the sea before them, so that they went through the midst of the sea on the dry land; 

and their persecutors thou threwest into the deeps, as a stone into the mighty waters.

Moreover thou leddest them in the day by a cloudy pillar; and in the night by a pillar of fire, to give them light in the way wherein they should go.

Thou camest down also upon mount Sinai, and spakest with them from heaven, 

and gavest them right judgments, and true laws, good statutes and commandments:

Moreover, brethren, I would not that ye should be ignorant, how that all our fathers were under the cloud, and all passed through the sea;

And were all baptized unto Moses in the cloud and in the sea;

And did all eat the same spiritual meat;

And did all drink the same spiritual drink: for they drank of that spiritual Rock that followed them: and that Rock was Christ.

On what was the Law written and by whom?

Answer: Exodus 31:18; Exodus 32:15, 16

And he gave unto Moses, when he had made an end of communing with him upon mount Sinai, two tables of testimony, tables of stone, written with the finger of God.

And Moses turned, and went down from the mount, and the two tables of the testimony were in his hand: 

the tables were written on both their sides; on the one side and on the other were they written.

And the tables were the work of God, and the writing was the writing of God, graven upon the tables.

He wrote on the tables, according to the first writing, the Ten Commandments, which the Lord spake unto you in the mount out of the midst of the fire in the day of the assembly:

There was nothing in the ark save the two tables of stone, which Moses put there at Horeb, 

when the Lord made a covenant with the children of Israel, when they came out of the land of Egypt.

He that committeth sin is of the devil; for the devil sinneth from the beginning. For this purpose the Son of God was manifested, that He might destroy the works of the devil.

For then must He often have suffered since the foundation of the world: but now once in the end of the world hath He appeared to put away sin by the sacrifice of Himself.

Forasmuch then as the children are partakers of flesh and blood, He also Himself likewise took part of the same; 

that through death He might destroy him that had the power of death, that is, the devil;

If we say that we have no sin, we deceive ourselves, and the truth is not in us.

If we confess our sins, he is faithful and just to forgive us our sins, and to cleanse us from all unrighteousness.

In conclusion

The Ten Commandments were spoken by God and written by His own hand. 

They are expressed in human language and given at God's appointed time to fallen humanity for the instruction of their reason and self-governing.

Moreover, they are based on the fundamental principle of love and manifest God's truth and righteousness.

We love him, because he first loved us. If a man says, I love God, and hateth his brother, he is a liar. 

And this commandment have we from him, That he who loveth God love his brother also. 1 John 4:19-21.

Christ, who spoke the Law, had fulfilled the same Law in His live.
